Inside the mind of HMRC
Contractors are currently allowed to set costs of training on existing skills off against tax but not training on new skills. The Professional Representation Network, an organisation for self-employed contractors, is lobbying for a change.

I wonder what causes this anomaly in the first place? Is it something to do with HMRC's concern that some who should be employees have set themselves up as contractors to save tax?

In the context of tax avoiding billionaires and bankers it seems petty.
